Souphap Khounvixay is a leading figure in education development for Laos PDR. He holds a Master's degree in Education from the University of Adelaide, Australia, and a Bachelor of Electronic Engineering from the National University of Laos.
Currently, Mr Khounvixay serves as the Deputy Permanent Secretary at the Ministry of Education and Sports, where he champions Disaster Risk Reduction and Climate Resilience initiatives within the education sector. His extensive experience encompasses various roles, including External Assessor, Head of Curriculum Development, and Deputy Head of the Literacy for Women and Girls Centre.
Souphap Khounvixay is a passionate advocate for gender equality and adult education. He actively participates in training programs, having received training on Gender Mainstreaming and participated in the ASEAN Young Leaders Training Program. His commitment extends to research and evaluation, as evidenced by his work on projects like "Building Capacity of Key Trainers on Soft Skills Competency" and "Mid-term Evaluation of Opening Up Community Learning Centers."
Mr. Khounvixay's expertise extends to teaching adult education, quality assurance, and curriculum development. He has also published works on "Glocalisation – How the Curriculum globALE was localised in Laos" and contributed to the "Human Resources Development Readiness in ASEAN" report. Beyond his formal qualifications, Souphap Khounvixay brings a wealth of experience in research, training facilitation, project management, and human rights advocacy.

Cherrie Atilano started teaching farmers at the age of 12 and has 22 years of vast experience in Sustainable Food Systems. She graduated top of her class - Magna Cum Laude at the Visayas State University, with a BS in Agriculture, majoring in Horticulture specializing in tissue culture.
Cherrie, a seasoned agribusiness entrepreneur, agricultural scientist, philanthropist, and youth and women advocate, has received various national and global awards, including the Outstanding Women in Nation’s Service Award in 2016, Inspiring Filipina Entrepreneur in 2017, first Awardee of Women of the Future Social Entrepreneur in South East Asia, and The Outstanding Men and Women of the Philippines in 2018.
Cherrie also led AGREA in winning the UN Global Compact, the Global Responsible Business Award 2017 for Agriculture Excellence, and the 4th ASEAN Rural Poverty Eradication Leadership Awards in 2019. She is a High-Level Ambassador of the United Nations Scaling Up Nutrition, an Advisory Board member of the World Bank Solutions for Youth Employment, 2020 class of the Young Global Leaders (YGL) - the World Economic Forum’s foundation for remarkable leaders under 40, and a Board Member of the Global Alliance for Improved Nutrition (GAIN) based in Geneva Switzerland.
She has always been one of the United Nations Food Systems Champions and the Philippines Department of Agriculture Food Security Ambassador.
Cherrie participated in the Australian-ASEAN Emerging Leaders Program (A2ELP) - Social Cohort Enterprise Acceleration Short Course 2016 at the University of Melbourne.

Gil Francis Arevalo has nearly 20 years of intensive experience working in diverse, inter-agency and intergovernmental organizations across Asia-Pacific and Central Asian Regions, including UN agencies (UN Women, UNICEF, UNHCR, UNOCHA, UNDP and UNFPA), international NGOs (Oxfam and Save the Children), academe (Australian National University), civic sector (YMCA), and media group (Philippine Daily Inquirer).
Since 2003, Gil has worked in the field of media/communication, humanitarian action/emergency response, community engagement/accountability to affected people, youth development, digital solution/design thinking approach, social/disability inclusion, localization/resilience, disaster risk reduction/management, and climate change adaptation.
He obtained his master’s degree in Environmental Management and Development at the Australian National University in June 2013. His Re-Entry Action Plan (REAP) was focused on two fronts: 1.) Preparedness/Anticipatory Action underscoring the importance of the pre-crisis mapping consultation on the preferred aid of the marginalized at-risk communities; and 2.) Accountable Humanitarian Response Action mainstreaming the use of socially inclusive assessment and community consultation tools. The REAP supported the pre-crisis mapping in the National Capital, Northern Luzon and Western Visayas Regions; while responding to the small-to-medium scale emergencies in other at-risk areas and at the height of the COVID-19 response and recovery, it scaled up the inclusive process of engaging affected people and further supported the local government and other responding organizations.
Just this year, he completed his one-year regional emergency specialist engagement with UNICEF, supporting the eight countries in the South Asia Region based in Kathmandu, Nepal. Prior to that, he was deployed for a year in Myanmar with UNHCR and also supported the Southeast Asia Region (with OCHA) and Central Asian Region (with UNICEF) at the height of the COVID-19 pandemic response and recovery in 2021.
Gil is currently supporting the UN Women in the Occupied Palestine Territory (OPT) based in East Jerusalem for the Gaza response under the Norwegian Capacity (NORCAP) standby partnership agreement.
Ms Rotvatey Sovann | Cambodia

With over a decade of dedicated experience to promote gender equality and women empowerment through gender mainstreaming, Rotvatey Sovann has established a career focused on integrating gender perspectives into policies, programs, and projects across various sectors, including sexual reproductive health and rights, disability, leadership, agriculture, and public governance. Her field of working experience includes conducting gender analysis, policy analysis and development, gender-responsive programme design and implementation, advocacy, and capacity development. Currently, in her roles as a National Programme Officer (Gender, Climate Change and Disaster Risk Reduction), Ms Rotvatey’s efforts are concentrated on the intersection of gender, climate change, and disaster risk reduction (DRR), which focuses on promoting gender-responsive human right based climate action and disaster risk reduction. To achieve Gender Equality, Disability and Social Inclusion, Ms Rotvatey has worked with key stakeholders, including government, development partners, private actors, civil society organisations and women and youth groups to ensure the principle of leaving no one behind.
Ms. Rotvatey has a bachelor’s degree majoring in psychology and another degree in English (Teaching English as a Second Language) before pursuing higher education in Australia. In 2017, she earned a Master of Social Work from Flinders University, South Australia.
Mr Surya Rahman Muhammad | Indonesia

Surya has spent 20 years working in NGO. His roles in disaster management and risk reduction are well known by the Government, National or International NGOs and UN Agencies who have been involved in reducing the risk of disasters in Indonesia, which is well known as the country prone to disaster.
Surya has experience in research, setting and coordinating, document planning, developing programs, psychosocial, conflict sensitivity, and the intersection with sustainable development. His work includes supporting the government of Indonesia through National Agency for Disaster Management (BNPB), the Ministry of Social Affairs, and the Ministry of Foreign Affairs. He also has expertise in developing legal drafting for Government Regulation about -the Disaster Risk Reduction Forum and other policy drafter such as; Protocol for the Acceleration of the Handling of the COVID-19 Pandemic issued by The Task Force for the Acceleration of Handling COVID-19.
He started his work in humanitarian affairs since the 2004 Indian Ocean Tsunami emergency response by joining Muhammadiyah-UNICEF project. Since then, Surya has been working in Humanitarian Forum Indonesia (HFI), an interfaith forum for faith-based organizations membership that focuses on humanitarian and development through campaigns of norms and humanitarian standards, advocacy, coordination and distributing information and Facilitating activities. His excellent work has gained the committee’s trust to put HFI under his leadership as Executive Director since 2014 until now.
Since mid-2017, Surya has become Program Manager for a new forum called Indonesian Humanitarian Alliance (IHA), a joint program consisting of 20 Indonesian Organizations supported by the Ministry of Foreign Affairs. His key role is to manage this new partnership under collaboration with the Government of Indonesia in response to the Rohingya’s crisis in Myanmar and Bangladesh as well as overseas response.

The President appointed Milalin in August 2019 as a Board Member of the Career Executive Service Board (CESB). The mandate of CESB is to promulgate rules, standards and procedures on the selection, classification, compensation, and career development of members of the CES. The CES was created to "form a continuing pool of well-selected and development-oriented career administrators who shall provide competent and faithful service" in the public sector.
Named as one of the 100 Most Influential Filipina Women in 2016 by Filipina Women Network (FWN), USA; Outstanding Learning and Development (L&D) Leader Extraordinaire by the Philippine Society for Training & Development (PSTD) in 2018; and accredited as Diplomate in People Management (DPM) by People Management Association of the Philippines (PMAP)-Philippine Society of Fellows in 2018.
